They have only two words: KING CITY. Can the investigators solve the mysteries surrounding this town, or even find a way to leave night vale?**

___ ## What is Night Vale? *Welcome to Night Vale* is a podcast created by Joseph Fink and Jeffrey Cranor about the small desert town of Night Vale, which has been described as, "If Stephen King and Neil Gaiman started a game of *Sims* and then just left it running forever." The community of Night Vale treats Lovecraftian horrors as mundane, everyday occurances, in the form of secret governments, sentient glow clouds, and librarians (the most horrifying creatures of all.) Combining this banal outlook of H.P. Lovecraft's creations with the mechanics of *Call of Cthulhu* can make for an amusing way to explore the reality-shattering forces of both worlds. This scenario is an adaptation of the original *Welcome to Night Vale* novel. In this adaptation, Josh Crayton has crashed into Jackie Fierro’s car and went missing before Diane Crayton and Jackie have started investigating, allowing the players to fill that role instead. The Man in the Tan Jacket is also made more nefarious, like the typical "insane wizard" antagonists of many *Call of Cthulhu* modules. His town, the decrepit King City, is more similar in tone to *Call of Cthulhu* than the accepting, though bizarre, community of Night Vale. This module uses *Call of Cthulhu 7th Edition* rules, in the modern day. Players can make their character a native Night Vale citizen, which slightly changes how the character is built. They start with less sanity, rolling 3d4+1 x 5, but every instance of sanity loss caused by something from Night Vale is reduced by 1 (minimum 0.) This does not apply to things native to King City, like the Man in the Tan Jacket. Players do not need to be familiar with the podcast to enjoy the game; they just have to roll with the punches.

> ##### Start Date: Early October, 2015 > **Episode number:** Between episodes 75 and 76 of the podcast, adapting the original novel. ## Introduction The investigators should be gathered together in Night Vale, and any unfortunate outsiders that find themselves there are physically unable to leave. Whenever they try to leave, they find themselves arriving in town again. Their clocks also do not work. The night they arrive, they are confronted by the Man in the Tan Jacket, holding a deerskin suitcase. These are the only two details that they remember about this man; they forget his appearance and everything he said as soon as they look away from him. Any sort of photo or message pertaining to the man in any way, digital or otherwise, is instantly forgotten. A listen check allows them to remember a faint buzzing noise coming from the suitcase. The man is suddenly gone, SAN 1/1d4 after the encounter. While they remember nothing of the conversation, one of the investigators appears to be holding a slip of paper with two pencil-smudged words: KING CITY. This nondescript paper is actually a Note of Geas spell, described in the appendix. If the investigator holding it tries to destroy or dispose of the paper in any way, it will reappear in their hand, SAN 1/1d4 to that person the first time this effect happens. Keep in mind who you give it to, because they now need to make a POW check before writing to avoid unintentionally copying the words “King City” over and over. It is late, but the next morning, the players will hear a radio broadcast about a missing teen trying to find King City. The search begins! ## Keeper information The Man in the Tan Jacket is the mayor of King City. It was a regular, unremarkable town, and he was a regular, unremarkable mayor, until around the year 2000 when a man named Troy Walsh moved in from Night Vale. Troy was helpful, but time affects him differently (as is often the case for Night Vale residents.) Troy is able to split into multiple Troys, living in one conjoined reality, in order to help more people. The Troys are not a collective, and each Troy has a variety of skills and memories branching off from when they split, but are similar in their desire to be all things to all people, and inability to truly be anything to one person. A 32-year-old Troy fathered and abandoned Jackie Fierro in the the early 20th century, and a 16-year-old Troy did the same to Josh Crayton around 1999, moving to King City when Josh was born to get away from his “bummer life choices.” Troy proved to be both nice and competent, helping the citizens of King City with anything from car troubles to broken hearts. When he started multiplying, however, his Night Vale-esque weirdness fragmented the town’s reality.

PART 2-3 | WHAT IS NIGHT VALE? AND INTRODUCTIONS

\page The citizens of King City started to live in multiple realities at once, making them gradually lose all memory of things outside their town, and eventually, all long-term memory completely. Around 2003, it became practically impossible for them to leave, and practically impossible for outsiders to find their town, much like with Night Vale. But, unlike Night Vale, these citizens did not adapt to their "new normal" - they simply became insane. The town took on some Night Vale-esque features, like some unusual creatures that freely roam about, but mostly it fell to ruin as no one remembered to fix it. Despite the tremendous harm that they caused, the Troys stayed in King City, and wallowing self-pity turned them into drunkards who get into bar fights with themselves. The citizens also forgot about their mayor, and all they would remember after talking to him was his deerskin suitcase and the tan jacket he forgot to change out of. His wife and daughter also forgot who he was, or that he even existed. The town would realize that they need a mayor and hold a mayoral election for a few months, until someone would see his mayoral portrait in City Hall, remember that they had a mayor, and cancel the election. But, everyone would forget about him shortly after, starting the cycle anew. Years of this cycle whittled down the mayor’s sanity, who was less forgetful than the other citizens, but grew more obsessive, and equally unhinged. Since the only thing that would briefly spark people's memory of him was his mayoral portrait, he built a gigantic copier to mass produce photos of himself, but they were instantly forgotten. He tried to get the Troys to leave, but they could not remember his instructions. Within a year or so of the scenario, some Troys moved back to Night Vale to make amends with their son Josh, but chickened out and took various odd jobs instead. The Man in the Tan Jacket became obsessed with finding the town that Troy came from, and while it is nigh impossible for an outsider to intentionally find their way there, he eventually succeeded through sheer determination. No one in Night Vale could remember him after talking to him either, but he overheard Troys talk about a woman named Diane Crayton. He got a job at the same office as Diane, and learned that Diane had Troy’s child, Josh Crayton, who is a shape-shifter. The man figures that Josh, who has many forms but only one self, must be the key to solving the problem of his father, a man of many selves but only one form. He just has to figure out how. The mayor was blindly determined to get Josh to King City, but he still didn’t know what the shape-shifter looked like, and he still couldn’t communicate with anyone. Everything he wrote, other than the words "King City," would be forgotten as well. He tried giving slips of paper to random people saying “King City,” hoping one of them would be the boy, but the slips would always end up discarded. Desperate, he snuck into the extremely dangerous Night Vale Public Library looking for answers, and found the mythos tome "Really Old Bugs." He became enamored of the powers described within, learning the Control Swarm spell (in the appendix), allowing him to use flies as grotesque weapons. He also learned the Note of Geas spell, letting him hand out magic notes with two or three words that could actually be remembered, finally giving him a limited means of communication. He gave the magic note of "King City" to Mayor Cardinal's brother, Jackie Fierro, Old Woman Josie, and several others - after all, Josh could be anyone, or anything. Meanwhile, Diane Crayton has been a single mother since she was 18, and she puts her heart and soul into raising Josh. She always recognizes him, regardless of his form. Josh is a moody teenager, experimenting with how he wants to appear to people (and to himself), and the two have the rocky yet loving relationship shared by many parents and their teenage children. However, Diane refuses to tell Josh anything about his father, claiming to not know where he is, a claim that Josh can't help but question. Diane worked at the mysterious office that no one knows the purpose or motives of for over a decade, until the Man in the Tan Jacket briefly worked there to spy on her. Diane is the only one who remembered he worked there, which eventually drove her to breaking into her boss' office to try and look up his profile, which got her fired. Shortly before the scenario, Josh found out through a friend with access to City Hall that his father moved to King City right after he was born. Josh suspected his mother had known this the entire time (which was true). On the morning before the investigators encounter the Man in the Tan Jacket, Josh rifled through his mother’s purse and found a long-forgotten note with “King City” on it, proving to him that his mother did, in fact, know the truth. Late that night, Josh stole his mother’s car and drove off to look for his father in King City. Josh hasn't earned his license yet, and likes to drive in impractical forms that “look cool,” like using wings instead of arms. While driving, Josh accidentally crashed into the car of Jackie Fierro, the perpetually-19-year-old owner of the local pawn shop, who rolled poorly on her sanity check after being given a Note of Geas. Her right arm broke in the crash. Josh drove off in a panic, cutting through someone’s lawn and lodging a plastic lawn flamingo into the car hood. This lawn flamingo was actually a time-disrupting artifact (as are all of the lawn flamingos recently sold around town), allowing him to drive to King City without issue. These lawn flamingos are the key to allowing the investigators to leave Night Vale. Josh arrived in King City 4 or 5 hours later, where the Man in the Tan Jacket saw him change shape and knew it was him. Troys have existed for many, many years. ## Investigations The morning after receiving the mysterious note, the investigators hear Cecil's Night Vale radio broadcast #1 (found in the appendix,) where they learn that Diane Crayton knows something about King City. Broadcasts #2 and #3 are heard later on, when it is convenient for the plot, and Broadcast #4 is heard as the Epilogue of the adventure. ### Diane Crayton's House Diane lives in a modest-looking house, with many pictures of her and Josh in many different forms. The largest photo is of Josh’s human self: tall and skinny, with long teeth he deliberately hides when smiling. There is not a father in any of them. Diane welcomes the investigators and introduces them to Jackie Fierro, the girl from the news, and Erika, a ten-foot-tall being with wings that looks like an angel (because they are an angel). While Diane gets some refreshments, Erika says that they came because their friend, the wise Old Woman Josie, was curious about Cecil’s broadcast. When Diane returns, she tells the investigators about Josh’s desire to meet his father and is guessing he somehow found out where Troy moved to. She mentions seeing Troy working at the Moonlite All-Nite Diner recently (a Troy that moved back from King City), and she isn’t sure why Troy returned, but she wants to keep Josh safe from him. While she doesn’t know if their situation is related to the Man in the Tan Jacket, the fact that he briefly worked in her office, and is handing out slips saying "King City," worries her. She asks the investigators to help find her son, since she needs to find a new job, and gives them her cell number. Jackie also writes down her number, since she is too physically and mentally exhausted to investigate herself, but she accidentally writes “King City” instead due to the spell. If all of the investigators are outsiders and they want a native Night Vale citizen in their group, or the players are more inexperienced and a competent NPC would help move the story along, either Diane or Jackie could join the group. If the investigators ask how to leave town and find King City, Diane will not know, but mention that Carlos the scientist (an outsider) and Mayor Dana Cardinal (a native resident) have both left town and came back before. If they ask about Troy, she may reluctantly tell them how he loved her unconditionally – until conditions arose – and possibly how he multiplies to help others but never multiplied when he was with her. If they ask about Diane’s work, she would say that someone sneaky and tech-savvy could log into her boss Catharine’s computer and look up the Man in the Tan Jacket. If they ask who Josh is friends with, Diane will mention a couple of kids at Night Vale High School, but Josh never talks about his social life with her, and a psychology check would reveal how upset that makes her. If they ask for places around town that are generally helpful, Diane will say that City Hall and the library have lots of information, but both have their dangers. Diane has been in the library with Josh multiple times and can provide a blank map, but the person with the most knowledge of the library is the 14-year-old justice vigilante Tamika Flynn, the only known person to have fought a librarian and lived. They do not tell mortals (other than Old Woman Josie) about their mythos knowledge. ### Moonlite All-Nite Diner Diane doesn’t trust Troy, and his recent return to town may make the investigators try to find him at the Moonlite All-Nite Diner. There are Troys working as a fry cook at the diner, an usher at the movie theatre, several baristas, and a member of the secret police, among others. If the investigators are speeding on the road or get into legal trouble, they could very well be aprehended by a Troy. The Moonlite All-Nite Diner is a quaint little greasy spoon with mugs gathered from all sorts of roadside attractions, specializing in burgers and invisible coffee and pies (they’re OK). If the investigators want a table, they will be served by Laura, the klutzy and gossipy waitress with multiple branches laden with fruit growing out of her torso in place of arms (explaining her klutziness). The fruit is complimentary for customers. There are a couple time-loop customers, who are stuck ordering the same meal repeatedly and never going home, which any citizen will tell you is the sign of a good business. Troy can be seen flipping burgers through the serve window. Any Troy will be happy to talk to the investigators at first, like sharing in confusion over who the Man in the Tan Jacket is. If asked about King City, they describe it as an “alright place” and won’t talk about it further. As soon as Diane or Josh are brought up, however, they’ll refuse to talk. It is clear that it is painful for them to think about Diane, and pressing the subject might make them literally run away - and Troys run fast. If using intimidation, Troy will say he just doesn’t want to hurt Diane, and that he knows someone in the Secret Police if they don't drop the subject (it's another Troy.) ### Old Woman Josie's House Old Woman Josie lives in an avocado-green house near the abandoned car lot, a place where people can leave their car and run before a Used Car Salesman gets them (in the Monster Statistics). Her house is inviting yet eccentric, with a border of pebbles in strange geometric patterns surrounding it. A Cthulhu Mythos check reveals they act as an Elder Sign spell, preventing Great Old Ones and other greater beings from entering. However, the house is always open for people (and angels,) and an Erika will seat the investigators in some incredibly plushy chairs while another Erika fetches some coffee and Oreos. It is illegal to acknowledge the existence of angels; doing so activates the angel-acknowledgement siren by City Hall, but Old Woman Josie doesn’t care. The investigators can talk to Josie about anything, and her advise is sage-like, if not cryptic. She seems to know how dangerous their journey will be, and warns that following the man to King City is risky. She will reveal a magic slip of paper in her left hand, and if asked about how she knows what she does, she admits to having been given divine insights by the angels, but that she can't say too much. She advises them to do research at either the Public Library or the records at City Hall. While both have their dangers, a slow and steady approach wins the race. She also knows that leaving Night Vale is tricky, and advises them to speak with either Carlos the outsider at his lab or Mayor Cardinal the native at City Hall about it, as both have left Night Vale and come back. PART 5 | INVESTIGATIONS

\page ### The Mysterious Office Any hackers or computer experts may want to visit the mysterious office that no one knows the purpose or motives of that Diane, and the Man in the Tan Jacket, used to work at. Diane can give its address in the office district, and the building is unassuming, which should therefore be very assuming. If they enter during working hours, a receptionist will ask what business they have, and a couple successful bluff and/or charm checks will allow them to pass. Catharine is usually there, but is usually in her office, and locks the door when she's not. The only time her room is unlocked and unattended is during staff birthdays, where everyone gathers in the break room at noon for cake and ice cream for 30 minutes (even if no one has a birthday.) If the investigators break in after working hours, there will be one car in the parking lot, which belongs to a custodian. Only windows on the third floor are lit, and a spot hidden check shows that the custodian is on that floor. The door has STR 50 and requires a hard STR success to open, which will prompt a listen check from the custodian (hard success needed if the door is opened, extreme if it was not). While the custodian is in the building, the door to the supply closet is left open, and there is a ring of keys inside that can open any door. If the custodian finds the investigators, they will call the secret police to come arrest them. The second and third floors are identical to the first in terms of layout, but nothing of interest is up there. A spot hidden check in Office B reveals five dead flies on a desk near a nonmagical piece of paper with “King City” on it, where the Man in the Tan Jacket used to work, and Office C hides a hidden envelope labeled “Staff Birthday Fund” with $300 inside. Catharine’s office has her pet tarantula resting near her computer keyboard, pictures of her son Kim, and a motivational poster of two crows tearing open a cat, captioned, “Unremittingly, you must stare into the sun.” All normal office decor. Catharine’s computer login is a screen asking, “Are you Catharine?” and clicking “Yes” logs you in. A Computer Use check helps get past password-protected databases, but mainly helps speed the process along. If they do not fail too many times, the investigator finds the employee registry. Clicking on Diane’s name shows that she worked there for 11 years, excelled at database administration, and worked from 8:06-6:11 with lunch and two 15-minute breaks. All the employee schedules are self-designed with similarly odd intervals, but her profile has the note “Current employment status: Fired September 29. Reason: Breaking into Catharine’s office. Note: Began insisting that a man in a tan jacket worked here shortly before her break-in. Psychotic break, perhaps? Or just migraines?” One employee name in the database cannot be remembered no matter what, because it is the name of the Man in the Tan Jacket. The only information listed is that he started working August 10th, 2015, “Current employment status: [Blank],” address just says "King City," and he had working hours and breaks identical to Diane’s. No other two employees have identical schedules, meaning that the man designed his schedule to line up exactly with Diane’s. \page ## City Hall Whether it’s to talk to the mayor or plunging through public records, City Hall will always be a useful source of information for the investigators. Just beware of City Council. ### Mayor's Office A quiet, elderly receptionist in front will say that the mayor is currently free between meetings and shows them the correct door (if they can sneak past the City Council room or appease them with a sacrifice.) The door to the mayor's office has a panel caked with blood that requires fresh blood to be smeared on it to unlock, but it's not locked, so they can just knock or go in. Either way, they see the youthful mayor Dana Cardinal busy with paperwork, but when she sees the magical slip of paper in the investigator’s hand, she makes them a priority. Mayor Cardinal mentions how she has seen those slips of paper around town, and she seems very distraught about it. Through persuasion or pleasant conversation, Dana reveals that her brother has one of those magic papers and keeps it away from others so they don’t “catch what he has,” as if it was a disease. Her brother is ailing, and she is too busy to visit him since the mayor has to come to City Hall every day to appease the Council, but she does not want to dwell on this. Her brother’s condition, and having been thrust into the role of mayor at such a young age from the Hidden Gorge’s prophetic pulsing dictating it so, are difficult burdens. She does not know where King City is, but Dana will encourage the investigators to go there if it is troubling them, regardless of the risk. She recounts having travelled to another world after going inside the dog park as a radio intern (humans and dogs are not allowed in the dog park.) While the dog park only leads to a desert otherworld, she advises them that sometimes you have to do what you’re not supposed to. She knows little about the Man in the Tan Jacket other than that he has been scaring some citizens, and she knows even less about Troy. If the conversation ends well, like if they connect over details of her family or experiences, she gives them clearance to the more organized public records subroom to do research.

After the investigators leave, they see that the elderly receptionist has been replaced with a Troy, his nametag on the desk. Troy truly thinks he has been working there the whole time, and if asked about the elderly gentlemen there before, he will genuinely have no idea what they’re talking about. Since time works strangely for Troy, he feels as if he has been working there much longer. He will behave like all of the other Troys, only this one won’t be able to run away easily because of how the desk is positioned. He still won’t say more about Diane or Josh other than how he doesn’t want to hurt them, but if the investigators are persistent, he will bargain with them to drop the subject if he helps them with City Hall-related services. These include helping them find information in public records, escorting them safely past City Council, and even possibly cutting a deal with the Troy in the secret police. \page ### City Council In between the reception area and the bulk of offices in City Hall is the City Council's office. The City Council, seen in the Monster Statistics, is a hive-mind amalgam of corrupt business beings passing arbitrary laws and demaning the occasional sacrifice. If the investigators are too loud passing by this room, they may emerge and demand a sacrifice; human is their favorite, but really any animal will do. Other, more creative sacrifices, like cherished items or promising to quit a hobby they enjoy, also suffice. If the investigators have won the favor of Mayor Cardinal, the Sheriff, or the Troy Walsh receptioninst, they can vouch on the investigators' behalf. ### Public Records Past the mayor’s office is public records, which has a lot of useful information on Night Vale’s history and citizens. If the investigators did not get clearance from Dana, or assistance from Troy, it could take them the better part of a day to sift through the disorganized mess. City Hall is closed off at night, when City Council stalks the halls. If Troy assists them, or they get clearance from Dana (unlocking the much more organized “private section people catalog” subroom), it will only take about half an hour for each search. Searching for Troy, the investigators find a birth certificate with everything redacted but “Birthdate: 1819?" Born is crossed out, "Recorded at 60 years old.” Other files include a photo of Troy at about 17 years old with Diane and a newborn Josh, the torn-off cover of a diary with Troy's name on the back, and a health chart describing his immune system as “perfect” with the note: “Cause of Troy’s multiplying unknown. May be caused by voluntary exertion.” Searching for the Man in the Tan Jacket yields no results, since he is not a Night Vale citizen. If looking for King City, the “Town Relationships” section of public records is easy to look through, since the status of most towns are either “None” or “Severed due to town’s inability to locate or talk with us.” The King City folder shows “None” for relationship, but there are two additional pieces of paper. One says: “Troy Walsh moved here in 2000.” The other says: “See city archives in the Public Library for records of newspaper articles written on King City in Night Vale Daily Journal, 2003.” ### Secret Police Headquarters There is no information stored at the secret police headquarters in City Hall, and the secret police is never reliable for the needs of citizens; only for the dogmatic laws of City Council and their mysterious sheriff. But, the sheriff will happen to be there at the police headquarters (as opposed to his office hovering above the clouds) researching the Man in the Tan Jacket. The sheriff is dressed in a cloak with a mask and a cowboy hat, and speaks through a vocoder that synthesizes his voice, so the investigators do not know what he looks or sounds like. He is gruff, temperamental, and jumps to conclusions, sounding accusatory at any reference of the investigators being affiliated with the Man in the Tan Jacket. The Sheriff will quickly dismiss talking to them as a waste of time unless they have something of interest, which could be information on a case or criminal, or classified documents that are scattered throughout town. New information on the Man in the Tan Jacket is appreciated, as all the sheriff knows is that the man has been spotted all over town, especially near the highway, which may mean he lives outside of Night Vale. The investigators should be well-prepared; this scenario takes them all the way to the forbidden materials shelves at the back (but not to the secret basement, a large circular room that likely has a number of occult tomes and Librarians.) The stats for Librarians are in the Monster Statistics. ### Maps/Tamika's House Diane is able to provide the investigators with a map and can give location details if prompted, along with the fact that librarians are somewhat weak against fire. Maps can also be bought from vendors across town, but they are likely to get location details wrong about this black market good. Most citizens would know, however, that the person with the most accurate library information is the only one in public knowledge to have defeated a librarian: Tamika Flynn, the 14-year-old vigilante and well-read folk hero. She can be found by asking the children and young teens around town, who either likely have a friend in Tamika’s child army of justice, or are in it themselves. Tamika’s house is a base of operations for her army, and cannot be found unless someone is brought in by a member. The investigators are warned by whatever contact they find that they won’t be able to get an audience with Tamika unless they are able to prove themselves as loyal. Citing literature gives a bonus to whatever skills are used.

\page If the investigators win the favor of someone in the child army, they can be brought to Tamika. Surrounded by walls of books is Tamika, who is strong, fierce, and an advocate for justice by any means necessary. She will only lend her precious map to the investigators if they say what information they are looking for and why, and if they promise not to take a picture of it or otherwise plagiarize the information. If Tamika judges the investigators to be good-natured, and discrete, she will lend them the annotated map with the spots where Librarians most often appear. It does not, however, show anything about the basement; even Tamika does not know there is one. Searching for anything relating to the Man in the Tan Jacket here yields no results. A successful library use check for “Walsh, Troy” will yield a folder containing a birth certificate with everything redacted but his death date (in the distant future, postdated to the correct time), a cool rock with Troy written on it, samples of Troy's blood, saliva, urine, and writing, fingerprints, photos of him sleeping, a paragraph-length, poetic description of his aura, and a video of the same description presented through the language of dance. Pretty standard filing information. If inspected carefully, they see an old photo, stuck to the back of the aura report with an unknown, inhuman fluid. It shows a Troy Walsh around 30 years old with a little girl (a baby Jackie Fierro). They are in the downtown of Night Vale from at least 100 years ago, with dirt roads and wood cabins and horses with huge wings. Early 20th century things. One section over, public records would have information on King City, and how Night Vale relates to it. A successful library use check for King City will quickly yield an index card reading, “All materials on King City have been catalogued under Geography, Forbidden” which would be on the forbidden materials shelves in the Biography section, which is otherwise filled with biographies of Helen Hunt. > ##### *The Mudwomb,* author not listed, 1761 A.D. > This is a diary written in English that describes various theories pertaining to Huntokar the Destroyer, whom the settlers of the newly established town of Night Vale once worshipped through bloodletting rituals and wearing "soft meat crowns" made of inverted organs. > > **Sanity Loss 1d8, Cthulhu Mythos +4%** The beige metal forbidden shelves are bolted to the wall and have a few dozen books and folders, with a handwritten note “FORBIDDEN MATERIALS SHELVES” taped to it. There is a stepladder available for the convenience of shorter patrons. The shelves have some obscure things, like a teach-yourself-calligraphy book that citizens worried would lead to the illegal act of pen ownership, but also classified files that the secret police or City Council wouldn’t want to be revealed to the public. There is also a mythos tome titled *The Mudwomb* up for grabs next to a box marked “KING CITY.” A bottom shelf has a hairline crack that, if inspected, reveals that while the shelf is bolted to the wall, there is a small secret compartment behind it. Breaking the bottom shelf, which is easy but noisy (very likely attracting a librarian,) reveals a lever that opens a trap door in the garden, leading to a secret basement. The box marked “KING CITY” contains a book called "Fun Facts and Anecdotes Related to King City and Environs" written in the late 2000s. It is bookmarked to the one fact that is highlighted: “King City Fact #1061: Did you know? King City is the only city in California to have had a mayor right from its very founding. It has never gone a second without a mayor. It has always had one!” Next to Fact #1061 is a longer phrase written in pencil that cannot be remembered, because it was written by the Man in the Tan Jacket. Its other facts are completely useless, along the lines of “We have the most oranges” and “No animals were harmed.” The box also contains two newspaper articles (found in the Appendix) which make it seem as if two different realities were reporting on King City. If they take the time to read these in the Library, the Librarians are more likely to find them; otherwise, Librarians like to converge in the Fiction section, or to check the central reading area (adorned with book displays to lure victims in.) ### Leann Hart's Office The newspaper articles were written by Leann Hart, who still writes for the "Night Vale Daily Journal", and can be contacted to set up an appointment. The waiting room to meet her is decorated with some of the paper’s most famous headlines, such as “Glow Cloud Threatens Farms: Dead animals Falling From Sky,” “Everything is Fine, Totally Fine, Carry On,” and “WORMS!” There are also two college diplomas on the wall, including an MBA, and a lot of hatchets. Most Night Vale citizens would know that Leann improved her business by attacking independent publishers with these hatchets, and persuaded law enforcement that her actions were not illegal, but rather business tactics.

\page After the investigators set up an appointment, they will meet Leann, with a hatchet. She speaks vaguely about her past works, preferring to talk about how she’s always improving as a journalist and looking forward, but a psychology check reveals she hardly remembers her past works, including the two articles on King City. After some persuasion, she admits to never having even been to King City, but the slightest insult towards her journalistic integrity puts her on the defensive. She will be just as confused as the investigators as to why the two articles were published on the same day but written on different realities, and suggest that King City might currently exist in multiple realities. She says they will need something dealing with different realities. Hates digital journalism and independent publishers. ## The Flamingos After Radio Broadcast #2, the investigators will learn that the plastic lawn flamingos around town are worth noting. Since the flamingos are actually artifacts with time-disrupting properties, the investigators will be able to reach King City if a flamingo is in their possession, like in the truck of the car used to drive there. The flamingos are scattered in lawns all throughout town, but by Radio Broadcast #3, the Erikas will start gathering them and putting them in Carlos’ storage locker next to his lab. A day or two later, all of the flamingos will be gathered. After the investigators leave for King City, Carlos will bury the flamingos in a pit, and unearth them if the Troy Walshes return, described in radio broadcast #4 read at the end of the scenario. ### Carlos' Lab/Storage Locker Having come to Night Vale, left, and came back – and being the smartest guy in town – Carlos is a valuable resource for the investigators. His lab is in the science district, and is open for visitors. The lab is filled with beakers, machines with blinking lights, and other very generic scientific equipment. One chalkboard has the word “science” written in italics and the “I” is dotted with a heart, and another chalkboard has the year 1983 circled in the center, with various theories about cataclysmic events branching off of it. > ##### Flamingo Artifact > Looking like an ordinary plastic flamingo, this artifact has time-disrupting properties that can prevent supernatural aging effects, such as advanced aging caused by some mythos tomes, and the ambient time properties of Night Vale and King City. > > Most importantly, the flamingos allow for travel to and from towns like Night Vale and King City. > >Touching one with your bare skin results in reliving your life from infancy to your future death (which now may be quite soon), as you retain all memories but are rendered unable to act any differently. Make a POW save. Failing results in aging one year for every point above POW score. Sanity 1/1d8 for a successful POW save, sanity 1d4/1d10 for a failed one. If asked about how he left Night Vale, Carlos will say it is unscientific for him to talk about his personal life (that won’t stop him from talking about his boyfriend Cecil,) but persuade checks will get it out of him. He, and all outsiders, were once forced to leave town after he closed a mysterious oak door, which were popping up all over town, to prevent the Smiling God from destroying them, and was transported to a desert otherworld for a while. Luckily he still had cell reception. While Carlos can’t think of anything like the randomly-appearing oak doors that relate to King City, he recommends talking to Mayor Cardinal, who has also left Night Vale. They just have to be careful going past the City Council’s chamber. Carlos does not know anything about Troy, but if Troy's multiplying or age is mentioned, Carlos will remark on how it is probably due to how weird and subjective time is for each individual in Night Vale. Carlos also has a nonmagical "King City" slip. If he learns the investigator’s note is magical, he will animatedly bring them to a machine and hook the note up to it, shouting, “We start the research immediately!” Contrasting the two slips, he explains how the paper and graphite are both normal, but the machine detects something strange and undefinable in the investigator’s paper. He advises going to King City, but pulls out maps to the town and explains how there should be many paths to King City, but none of them work. He says going to the town will be dangerous. After Radio Broadcast #3, Carlos can be found hooking up a plastic flamingo to a large machine with many buttons and levers, surrounded by fellow scientists with lab coats and clipboards furiously taking down notes. Upon prompting, Carlos will enthusiastically describe the strange properties of the flamingo. He theorizes that the flamingos may actually be counteracting the unusual way time works in Night Vale, and may play a recording of a conversation he had with an Erika or give them a transcript (in the Appendix). The storage locker next to Carlos’ lab is filled with scientific equipment, and once the Erikas start collecting flamingos, they will put them there. There is a lock requiring a four-digit code, which is 1983, or it can be hacked into with a hard Computer Use. Alternatively, Carlos can be (eventually) persuaded to lend the investigators a plastic flamingo or two in the name of science.

\page Careful examination of the locker reveals a laser gun, but Carlos would not give that out willingly. Can plug in to recharge 1 charge per hour. ### Lenny's Bargain House After Radio Broadcast #2, the investigators may be curious as to where the plastic flamingos came from. Lenny’s Bargain House is a warehouse-turned-store on the edge of town that sells landscaping and lawn-decorating materials, but it is clearly a front for unnamed government agencies to import and export various top-secret items. This can be deduced by the higher number of helicopters flying overhead than usual, and the vans labeled “We’re not government agencies!” There are three men in black suits and sunglasses driving the vans who swear that they’re delivering gardening supplies, and if the investigators use intimidation or threats against them, they may resort to violence. Each man flees after either taking 6 damage, knocking out one of the investigators, or if one of them is unconscious. Going inside the warehouse, Lenny is at the checkout counter dressed in a flannel jacket, jeans, and wearing gardening gloves. Lenny will try bluffing to say that the lawn flamingos are normal, and anxiously gear the conversation towards landscaping tips, but persistent persuade or intimidation checks will get him to crack. First, he will admit that the plastic looks kind of cheap. Second, he will confess that they may have "mild" time-bending properties. Lenny always wears gardening gloves while working, so he had taken the flamingos out of the tool shed out back and wrapped them up for customers, oblivious to their true nature. A recent complaint from a family member of someone who had died from touching it alerted him to the fact, but by that point they were nearly sold out, so he kept selling them and decided to play dumb. A final persuade or intimidation gets him to admit that he doesn’t know anything about the secret government that sent him the flamingos; he’s just paid off to run a shop that they can ship “gardening supplies” to. If Lenny admits this, a blow dart comes from out of nowhere that knocks Lenny out, and two men in suits drag him away. The third man immediately comes in to take Lenny’s place, puts on a nametag saying “Lenny” and acts as if he has always run Lenny’s Bargain House. An open garage door leads the investigators to the tool shed behind the warehouse. There is a sign printed “Lawn flamingos! $9.99!” with the words “Totally ordinary SOLD OUT ANYWAY” written over it in sharpie. The tool shed is locked, but the padlock is easy to pick or break. Inside, there are various tools for sale, an empty spot where the flamingos were, and flattened cardboard boxes along the side. Inspecting the room, the boxes are seen to be sent by “Unnamed government agencies,” and one of them is labeled “Time-bending project CODENAME: BIRD” If they pull this box out, they find an instructional pamphlet inside (found in the Appendix.) They may also find one or more folders hidden amongst the boxes filled with heavily redacted classified documents that would make the secret police’s sheriff or City Council more likely to go easy on them. If they take too much time or make too much noise, Lenny or a man in a suit will come out to tell the investigators that the tool shed is off limits. May try to overpower you and bring you to jail, but the jail is pretty cushy and easy to break out of. ## King City A note about King City - it has become as bizarre and macabre as Night Vale, but whereas in Night Vale the bizarre is commonplace and wholeheartedly accepted, in King City it feels unnatural, and wrong, and horrifying. Once the investigators have obtained a plastic flamingo, they are able to travel to King City, California, which is about a four-hour drive from Night Vale. Turning onto Pleasant Street, they are greeted by a wooden sign saying “KING CITY WELCOMES YOU” with two dolphins leaping in fat, blue arcs over a faded sketch of a factory. Below the factory is a banner reading “MAYOR E...” but the rest has become illegible over the years. Ask for a listen check. A success lets them hear a faint, mechanical roaring sound that becomes apparent when they approach the town’s city hall. Ask for a spot hidden check. A success lets them see what appears to be a very large crow behind the wooden sign gnawing at an unrecognizable animal carcass (there is a wildlife preserve nearby), but the more they look, the less it looks like a crow. With its sharp face, sharp teeth, and a thin, red tongue, the animal is a fusion of a crow and a dog (see the Crow-Hound in Monster Statistics). The Crow-Hound looks up from its prey to notice the investigators, and may decide to hunt them next. The investigators do not notice it following them without another spot hidden, or by explicitly looking at it. ### Exploring the City A stone’s throw away from the welcome sign is a broken-down burgundy Ford Hatchback, with the driver’s side car door open. It has severe damage in the front, what appears to be bite marks taken out of the back (from the Crow-Hound), and a plastic flamingo lodged into the hood. It is Diane's car that Josh Crayton stole to drive there. There is a fallen telephone pole and other debris that makes driving on the roads of King City very difficult; drive auto checks are needed to avoid blowing a tire out, and Josh could tell he wouldn't have much luck traveling the town by car. Even at a glance, King City looks extremely decrepit and worn-down, as there has been no maintenance for over a decade. Lights are still on in the occasional building, but there is otherwise very little visible evidence of life. The landscape is fairly flat, except for a hill in the heart of the town with a large building (City Hall) sitting atop it. Pleasant Street leads straight up the hill, and branches off into the businesses and residential neighborhoods that are typical in a normal town. The mechanical roaring grows stronger as they get closer to the hill. Upon further examining, very few things in the town are more modern than what existed around 2003. Upon exploring King City, all investigators who are not in close proximity to a flamingo will start to envision another version of themselves, having made some different decision in life. Sanity 0/1d2. This vision is only in their mind, but it makes them feel distracted, if not distraught. The longer they spend in King City, the stronger these visions feel, which begin to splinter into multiple alternate versions of themselves, living increasingly different lives. These visions are caused by the fractal nature of time in King City forcing the inhabitants to experience multiple alternate realities at once, seeing what all of their counterparts see and feeling what all of them feel simultaneously. Instead of resisting these visions, clever players may try to embrace and learn something from them, which could help give them a supernatural insight. However, this would make their mind splinter more quickly. By making an X/d2+X sanity roll, where X is the number of times they read into these visions, they may try to make a POW roll to glean something useful from their visions at the Keeper's discretion. The first POW roll should only work at extreme success, but can become easier as the sanity penalty increases. Getting a little further into the town, or after the Crow-Hound is off their trail, one of the investigators may get a phone call, and remembers “...shouldn’t have come here.” They remember parts of what the Man in the Tan Jacket says, although they don’t remember how he got their number, and if asked, they remember him saying, “...gave it ... Four times.” His voice is deep and exhausted, but pleasantly surprised that they remember even some of his words. He finishes the call by saying, “...me at City Hall ... get there, turn left ... door marked Mayor ... go straight there... people aren’t hiding anything ... Josh ...” The investigators need to determine the location of City Hall and the location of Josh, but this town is even stranger than Night Vale, and the citizens are not very helpful. Their minds and memories are all disrupted in some way, and they all respond to questions similarly, although they struggle to remember anything. If asking about the missing Josh, they recommend checking at City Hall for missing persons, although they’re not sure how up to date City Hall is without a mayor, which they haven’t had for as long as they can remember. They will wonder why they don’t have a mayor, and think that they should elect one. They don’t consciously know Josh or Troy, but mentioning Troy will give them an ominous feeling. Spending enough time near a flamingo, counteracting the fractal nature of time, will eventually restore some early childhood memories, and they may weep after having forgotten their families for so long.

\page ### The First House The house closest to the investigators when they arrive (a good hiding spot from the Crow-Hound) is isolated from the others, and is also larger. It is still very worn-down, with the front door fallen off its hinges, but it looks as if it would normally be one of the nicest houses in town. None of the lights are on, so it makes for a decent hiding spot. A fallen glass chandelier in the foyer slows down those who pass through it, but the entire house is accessible. In the kitchen, a woman and her daughter, about Josh’s age, have heard the investigators and are hiding under the counter. They are frightened of the strangers and tell them to leave. If told about the monster, the mother says that she normally scares it off with something, but she forgets what. There is a bloody axe and a sharp fireplace tool in the room. Also scattered throughout the house are pictures of the mother, the daughter, and a man, although the man’s appearance cannot be remembered; this is the Man in the Tan Jacket’s family. If asked, neither the mother nor the daughter remember who he is, or even having a husband or father. There are a man’s personal effects throughout the house, but what appears to have been his study has been meticulously emptied of all documents. ### "VHS and VHS and VHS..." One of the few businesses with lights on is a VHS store, the sign of which has “VHS and” written on it 16 times. The lighting is dim and inconsistently placed, leaving pockets of deep shadow throughout. Night Vale citizens know that a teenager might be drawn to the petty bravery and risk associated with watching unmarked VHS tapes. The tapes are actually made of wet dirt, and crumble into pools of mud upon being touched. The open doorway to the second room is hidden by a thick cloth, and the first investigator to go near it has to make a Dodge check to avoid being grabbed by the Boggart who lives there (seen in the Monster Statistics).

The Boggart is a shapeshifting trickster that will take on an investigator’s form if a grab on them is held for a turn. It then screams using their voice, forcing the victim to make a POW save to avoid being paralyzed for 1d4 turns. If paralyzed or unable to escape, the victim is dragged into the back room, which is lit with bright fluorescent lights, but the Boggart and stolen investigator are nowhere to be seen. The Boggart will speak to the investigators using their stolen friend's voice, acting like a version of them that is (and always has been) a King City citizen, under the same forgetful effects as everyone else. It will copy the investigator’s personality accurately, but acts casually as if talking to a stranger who is asking for directions. The Boggart answers questions like other citizens, but it is motivated by trickery and wanting to frustrate its prey - if the investigators are calm and don’t play along, it quickly grows bored and vanishes, releasing its captive. It only acts aggressively if they try to fight it. ### "Fish and Bait" Another business with a light on is “Fish and Bait.” It is run by an incredibly tall man who sells normal-looking fishing supplies, and is gruff, but not unhelpful. Wooden shelves hold glass jars with various baits and fishing equipment inside, but there are many shards of glass on the ground, and when the investigators visit, some of the glass jars start bursting. Even when the employee is struck by the debris, he does not flinch (although he does bleed) and continues to talk as normal. If the investigators stay after a couple hars have burst, one of them has to make a dodge check to avoid another breaking jar, taking 1d3 damage from broken glass if they fail.

\page ### "Guitars" The word “Guitars” is sloppily painted onto this store’s sign. A severely elderly woman sits in a folding chair at the back of the otherwise empty room, with hideous green carpet fixed with duct tape glowing under the fluorescents. While the store looks open for business, there is nothing for sale. The old woman’s gums are gray, and her missing teeth make her difficult to talk to. She will get offended if asked why there is nothing for sale, and say she was such a good salesman that she’s out of stock, but will otherwise answer their questions like other King City residents. ### "Cellular" The word “Cellular” is printed in red letters above the store, which looks to be in a relatively good condition. All of the stock on display are cardboard models of cell phones from about 2003 or earlier. The store is run by a chipper young woman in a baseball cap and a gray polo who explains that the real phones are in the back. Being reminded of the missing mayor or the truth of the town will make her visibly upset; she even begins to sweat. Trying to calm or reason with her won’t get more out of her than “you shouldn’t be here,” and she will not answer any other questions. Eventually she will zone out for a while, say that the first thing she remembers is meeting the investigators, then rush off to the staff-only room. ### "King City Library" On Pleasant Street, right before it starts ascending the hill, is the King City Library. It is not dangerous like the Night Vale Library, but its total lack of people and maintenance makes it as dreary-looking and out-of-place as the rest of the town. There is no librarian present, so all of the information is easily accessible. There is a public records shelf in a city archives section, like in the Night Vale library, with a near-complete inventory of the local newspaper, the *King City Rustler.* It starts around 1900 and abruptly ends partway through 2003. A library use success, either here or in the rest of the archives on King City’s history, tells the investigators that the town was first founded with a mayor already selected. Any directories to the mayor's office have question marks next to them, as if the librarians weren't sure if the information was correct, and the Man in the Tan Jacket's name is scattered throughout (but can't be remembered.) ### Troy Walsh When the investigators approach City Hall, as the mechanical roaring gets louder, they also encounter the first person that they have seen outdoors in King City – Troy Walsh. He looks exactly like the Troy Walshes in Night Vale, but with a couple bruises and cuts, and is walking into the nearby bar. He can be easily followed, and going inside the dimly-lit dive bar, the investigators see that it is packed exclusively with Troys (even the bartender.) Almost all of the Troys are drunk, some violent, and get into fights with themselves. The first investigator to enter the bar makes a Dodge check to avoid getting hit by a Troy being thrown out of the bar for instigating a fight, taking 1 damage. The Troys will also not remember details about the Man in the Tan Jacket, but they all feel as if they have talked to him many times. Mentioning Diane or Josh, or asking how King City got the way it is, will make them try to end the conversation. They avoid taking responsibility, muttering that they’re “going through some things” and trying to figure out what their purpose in life is. They are convinced that Diane and Josh never want to see them again, since they don’t know about Josh driving to King City. Mentioning that Josh is in town to find them peaks their interest, but they don’t want their son discovering how much of a deadbeat their father is. A particularly drunk Troy, with a Note of Geas saying “Leave or else,” will admit that it would be better for them to leave town and try to make amends with the people they’ve wronged, but other Troys convince themselves that they’d only cause more damage. A psychology check reveals that they want to see their son, but they are too afraid of the encounter, and they might listen to Josh more than strangers. The Troy that fathered Josh doesn’t reveal himself, if he is here. If Josh is rescued and speaks to Troy, Josh will talk about how he’s been trying to figure out who he is and what he wants to be, and not having a dad felt like he was missing a reference point for why he is the way he is. He’s not upset that his dad isn't in his life, but he’s upset at how much it hurt his mom, both the heartbreak when he left, and the stress of being a single parent. Josh is nervous and upset and trips over his words, but that makes what he says come across all the more clearly. Troy feels terrible about hurting Diane and not being there for Josh, but Josh tells him to just stop hurting people or moping about it and fix it. With the investigators’ encouragement, Josh persuades Troy that he should move back to Night Vale, and Troy mentions that a few of him already have and are gearing up to apologize, but Josh demands that all of him move back; he can’t half-ass it. They accept, and drive back to Night Vale, which is easy for them to do, since Night Vale citizens can find their way back home by moving in any direction. ## King City's City Hall Walking inside City Hall, the investigators see the reception area in utter disarray, with endless files and papers strewn across the floor. A groaning titan of a copier machine is in the room spitting out papers and pictures, which is the source of the mechanical roaring noise heard all the way from the edge of town. Inspecting the papers, there are multiple different fliers for mayoral elections on different dates, stretching back around 12 years, all of them saying “we haven’t had a mayor since (X) years ago! It’s time we elect one!” There are also thousands of glossy photos being printed of the Man in the Tan Jacket, matching the enormous oil painting of the same man behind the receptionist’s counter. The man’s appearance in the portrait is ordinary, but it can be remembered, and after seeing the oil painting, the investigators recognize the other pictures of him and all writing related to him, finally remembering what he looks like. Restore +1d6 sanity. There are also several flies buzzing around.

\page The receptionist is a woman in a blue dress sitting at a computer with a key ring on her desk. She is crying silently, or perhaps it is muffled by the loud copier, but still tries to be helpful. If she is alerted to the fact that they have a mayor, and shown the plaque saying “current mayor” under the oil painting, she will wonder how she didn’t know before and run out of the building in a daze, leaving her ring of keys behind. A psychology check reveals she has lost sanity like this many times, and is as insane as the other King City citizens. ### Down the Corridors The large reception area takes up the center of the building, with hallways to the left and right making a ring along the exterior. The halls are filled with doors to smallish rooms with frantic writing and research scattered throughout. Each room is numbered, has a small window most humans could fit through if broken, and a high-quality padlock on the outside that would require a tremendous strength check to break by force. The Man in the Tan Jacket’s swarm of flies could accomplish this, but the Receptionist’s keys unlocks all of them. The investigators could look for Josh before meeting the Man in the Tan Jacket (if they choose to do that at all), but he won’t be happy if they don’t follow his orders to go straight to his office. He occasionally leaves his office to check on Josh, and to make sure no one has touched his equipment in the basement. Josh is trapped inside one room with a stocked mini fridge and a bathroom, taking the form of a squat, frightened rabbit with enormous antlers, sobbing when the investigators find him and telling them why he came to King City. He remembers what the Man in the Tan Jacket looks like, since he saw the painting, but isn’t sure what the man wants with him. He just wants to yell at his dad, go home and apologize to his mom. The door in the back-center of the building is labeled “BASEMENT,” and creaky steps on a long staircase lead down into a dark cellar.

The first thing the investigators notice about the basement is the smell - the pungent stench of decaying bodies in large vats, being feasted on by thousands upon thousands of flies. Sanity 1/1d4. The bodies could either be animals, or Troys that the man has killed (but more Troys always come back), depending on how evil the Keeper wants the Man in the Tan Jacket to be. There are also a variety of unfinished machines and contraptions inside, which look sharp and menacing, and a dissection table lies in the middle. Around the table are syringes, IVs, and other medical equipment used to sedate and analyze patients; the Man in the Tan Jacket plans to dissect Josh if nothing else works. ### The Man in the Tan Jacket The only unlocked door is the one to the Mayor's Office a couple doors down the left hallway. The room is more spacious than the others, but almost as cluttered with papers as the reception area, and a whiteboard on the wall is covered with frantic, illegible writing. The man will be waiting for the investigators there, poring over his mythos tome "Really Old Bugs." He tells them that they shouldn’t have come to King City, and that the note wasn’t meant for them. He takes the magic slip of paper out of the investigator’s hand and throws it away for good, restoring +1d6 sanity for that investigator only. Even though the Man in the Tan Jacket didn’t want anyone but Josh to come, he is grateful that he can talk to someone who remembers him more clearly for the first time in over 10 years. He states that King City is dangerous, and that they should leave immediately. If asked where Josh is, he will refuse to answer, saying that the town needs him and that Josh will stay in King City until everything is right again. If asked what happened to the town, he explains how the problems began ever since “that man” moved in, and describes the cycle of being remembered every few months, just to be forgotten again.

PART 10 | KING CITY'S CITY HALL

\page If the investigators use intimidation or violence, the man will click open the deerskin suitcase, and a swarm of flies will instantly burst out in a pulsating black cloud. The flies form a shield around the man to absorb any attacks, and a tentacle of flies extends from the cloud menacingly towards the investigators. The man advises them that using violence wouldn’t be wise, using an intimidating check. The flies move as fast as a bullet, but stay within a 10 foot radius of the caster, and the man is slow, so running away is a valid option. The Man in the Tan Jacket is a difficult opponent to fight, but if all of his flies are disposed of, the man will flee for his life. If he reaches a place that he feels is safe (like the basement,) he will start casting Control Swarm, not needing to spend sanity to cast it. If he lasts the 10 minutes needed to complete the spell, or much more quickly if in the fly-filled basement, he will spend 15 magic points to attract 4 cubic feet of flies and go back on the offensive. The man *might* think that Josh can persuade Troy to leave King City after some persuasion checks, but he would keep Josh in his fly-ridden grasp the entire time. ### Explaining the Backstory In the *Welcome to Night Vale* novel, the Man in the Tan Jacket's backstory is presented in the third person like it is a separate story. The man may recite it as an unrehearsed monologue, distancing himself from the emotional pain of recounting it. The Keeper can just have the man fill in the gaps of the investigators’ knowledge, but the man has not had anyone remember what he says for over a decade, so if any antagonist has a good reason for monologing, it’s him. “King City used to be a completely normal town, or filled with the small abnormalities that make up a normal town. The mayor of that town was a young, energetic man, with a wife and a daughter and a house. There were people he loved, and didn’t love, and things he owned, and didn’t own. He lived a full life. Not long after he was elected, a new man moved into town, from a bizarre place not that far away, or possibly quite far away. As it turned out, that man was that rare combination of nice and competent. He helped with car troubles, bill payment, broken hearts... everyone grew to like him very much. "Then the trouble started. One day Troy was helping an old man carry groceries, when they stumbled upon another Troy, jumpstarting a car. He started to multiply. First a little, and then more than a little. He was everywhere. The citizens had no idea what to do. They looked to their mayor for guidance. He had no idea what to do. He approached the original Troy, or maybe he wasn't the original, and asked where he came from. ‘Place called Night Vale. Great place. But got a lot of heartbreak back there. Lots of bummer decisions.’ ‘How are you multiplying?’ the mayor asked. ‘I dunno. Where I’m from, you just kind of roll with things. I guess I assumed this place would be like that too.’ But it wasn’t like that. The mayor couldn’t get them to leave no matter what he tried, and as the Troys continued to multiply, the people in King City changed. They became forgetful. They’d forget about their parents. They’d forget how to leave town. They forgot they had a mayor. My wife, my daughter... They forgot who their mayor was. Soon he started to forget, forgot to go home, forgot to change out of his tan jacket; the only thing he could hold clearly in his mind was that town called Night Vale. "So, in the following months, maybe years – time was inexhaustible at that point – he found his way there. He couldn’t find anyone who could remember him, but he did find a woman named Diane, with Troy’s son; a shapeshifter. Troy, a man of many selves but only one form, had a son of many forms but only one self... I didn’t know what the shapeshifter looked like, so I gave out those pieces of paper to everyone in town, and when they didn’t stick, I added some magic. And it worked. I wasn’t happy to take Josh, but he has to be the key to understanding Troy and reversing the effect he has on my town! The fractal nature of time in King City affects his mind, too, and he will stick to his ideas relentlessly. ## The Aftermath The original goals were to rescue Josh and discover the identity of the Man in the Tan Jacket, which can be done without helping the man, Troy, or anyone in King City. Ideally, Josh is freed and convinces Troy to move back to Night Vale, freeing King City of its curse. This may not be what happens. Regardless of the outcome, the Man in the Tan Jacket will cancel the effects of the magical slips of paper, since he has no use for them anymore, or the paper will vanish if he is no longer alive. Radio Broadcast #4 concludes the scenario, although the Keeper may need to change or remove some details if it is not accurate to their scenario, such as if Troy does not return to Night Vale. If so, they are not all given flamingoes, and the Man in the Tan Jacket is not remembered by the citizens.

From the Night Vale Public Library Basement. > A story about a barfly called "Old Bugs," who had a strong work ethic, but falls deeper into viceful insanity, occult knowledge, and unrecognizable obscurity. He always carried a photo of the beautiful wife he once had, and he died preventing a young man with potential from following in his sad footsteps, who turned out to be his son. > > **Spells:** Control Swarm, Note of Geas > > **Sanity Loss 1d8, Cthulhu Mythos +3%** ### Troy Remains in King City If the Troys remain in King City, the town will remain plagued in weirdness and it will still be impossible for others to remember what the Man in the Tan Jacket looks like. The investigators will also soon forget everything they learned about him, as if they had never seen the oil painting. Josh will feel bad for not getting to talk to his father there, but will feel worse for running away from home, and does not want to try to find King City again. If the investigators don’t tell him that a few Troys are in Night Vale, his mother will, saying that she won't stop him if he wants to learn more about his father. ### Perfect Ending In the perfect ending, the Man in the Tan Jacket is alive, and all the Troys move back to Night Vale. All King City citizens have their memories gradually come back, regaining 10 sanity despite having been indefinitely insane, and can regain the rest of the sanity lost over years of therapy. The investigators stop experiencing multiple realities once they leave King City, regaining +1d4 sanity. If more or less befriended, the Man in the Tan Jacket thanks the investigators for saving the town, and vows to rebuild King City to its former glory. Josh can lead the investigators back to Night Vale, although he obviously won’t want to do the driving. Josh returns home, and apologizes to his mom for running away. Diane is obviously overjoyed to have him back, but is also obviously angry for what he did. She apologizes for keeping his father a secret from him, and tells him that some Troys are in Night Vale if he wants to talk to them. Jackie will also be in the house when the investigators return, and Diane will demand that Josh apologize to Jackie for breaking her arm. He writes an apology on her cast. Diane thanks the investigators from the bottom of her heart, and while she doesn’t have much money (although she did get a part-time job at Jackie’s pawnshop), she promises to make it up to them. Diane also decides to have a barbeque in a day or two in honor of the investigators, and everyone that helped them in their search, as well as everyone who had been given magical slips of paper, are invited. The barbeque has everything a good Night Vale barbeque needs: a plastic bucket of mud. Everything! Among the guests are Jackie, Old Woman Josie, and Dana Cardinal with her sickly-looking brother. Josh is flying around in various forms, and while Diane doesn’t usually allow him to fly because he could get hurt, now she is telling him to fly higher. Diane turns on the radio to hear Radio Broadcast #4.

A city in central California with no apparent connections to our town of Night Vale, or the vast, flat desert in which we reside, is reporting trouble with ideas like existence and loss. They are reporting that reality isn’t what it used to be, and that life seems somehow empty, or that it always was, and they just never noticed. In a press release sent only to Night Vale for reasons we do not understand, King City indicated that it feels out of sync with cities only a few miles away, and that perhaps everyone they know are just variations of the same, single person. Everyone is one person, says King city. There are a lot of that person. Also, they need to elect a mayor. They haven’t had a mayor in so long. It’s time to elect a mayor, they said. Their (probably inferior) local paper, the King City Rustler, has been printing large glossy photos of some man in a tan jacket holding a deerskin suitcase. They have not been printing anything else. No one knows who he is, and no one can remember the photos after they look at him. These glossy, color photos seem expensive to print. This is a waste of the newspaper’s funds, everyone thought, but no one said. When reached for comment by an angry mob of King City citizens bearing torches, the editor of the Rustler hid. Those outside of King City are saying that it is getting harder and harder to find the town, like it is slowly sliding off the map. Roads that used to go into town do not go into town anymore. And those attempting to reach town simply disappear. “I’m pretty sure we didn’t used to disappear in King City,” said Wanda Nieves, a local resident who issued her own press release, consisting only of that quote. We at the Night Vale Daily Journal are using the massive amount of funds gained in the ever-lucrative newspaper business to investigate why people from King City are sending us annoying press releases and also, if it comes up, why King City is slipping out of our reality under the watchful eyes of a mysterious man in a tan jacket. As always, this article contains additional reporting by agents of unnamed government agencies, who add and subtract words and sentences from newspaper articles in order to send coded messages to compatriots living deep undercover in distant parts of the world.

#### KING CITY TOTALLY FINE AND BASICALLY NOT THAT INTERESTING ___ ##### JANUARY 23, 2003, By Leann Hart ___

A city in central California with no apparent connections to our town of Night Vale, or the vast, flat desert in which we reside, is totally fine. It has a population of about [a brown smudge], and an unemployment rate of [scribbled out with pencil]. The sun shines there, much as it does here. Sometimes the sun does not shine, and people there refer to this as night. In this respect, and in all others, it is totally normal. We at the *Daily Journal* are not clear why we are reporting on this story, as the fact that King City exists is not in and of itself an interesting fact. If truth be told, and it often shouldn't be, the town itself is not that interesting. Good mayor. Citizens of King City, when asked via phone, wanted first to know who was calling. "Oh, I'm a reporter," I said. "I was just checking to see if you had anything to say." "Huh," said the citizens. "Okay. Like, are you asking about something specific?" "No, no, no. I don't even know what the story is here. Maybe if you started talking we'd be able to figure that out together." "Most people don't ask to talk about anything," said the citizens. "Well, I guess my job isn't fulfilling, but I'm not unhappy about it. I never expected my job to be fulfilling. We're told so often that employment won't be fulfilling that the surprise would be if it suddenly turned out to be. I'm not happy about it, but I'm okay with it." "That wasn't interesting at all," I said. "I'm sorry." "Me too." The citizens of King City may have commented further. I hung up, so I don't know. I'm not sure what this information does for you exactly, but just know that King City, a city in Monterey County, north of Mexico, south of Oregon, underneath the sky, over a lot of dirt, and then over a different part of the sky, is doing totally fine. Nothing more to report. It's been a slow day. As always, this article contains additional reporting by agents of various unnamed government agencies who have murdered an innocent man they did not know just so that one of their fellow agents, out of contact but with access to a newspaper, will read the man's name and realize that the name of the murdered man was itself the message.

### Boggart Lurking in “VHS and VHS and VHS...” in King City is the Boggart, a bizarre creature that takes pleasure in transforming into others and tricking people into thinking it is its victim. Its own physical form is hard to determine; it seems to be a black blob with various human parts bubbling to the surface and sucking back in again. It also has tendrils of this ichor, which it can grow out even while transformed. **Habitat:** King City. **Life and Habits:** It doesn’t appear to need food or worry about survival, making its motivation overcoming boredom. It enjoys capturing people and playing games by mimicking them, but if people catch onto its game, it quickly gives it up and lets them go. Its only damaging attack is its tendrils, which are only used to grab its prey, and to use in self-defense. **Special Powers:** It has tendrils which it uses to grab onto its victims and drag it into the shadows with them. ### City Council The City Council is a hive-mind amalgm that acts as the governing body of Night Vale, even though it is made up of multiple shadowy bodies that speak in unison. They are of one mind, and that mind is one that is fixated on passing draconic laws, arbitrarily punishing those that do not obey, and getting a sufficient amount of human sacrifices. They rarely ever use force, instead preferring the blunt object of bureaucratic inaction, but they are capable of devouring those that refuse to meet their doctrine and sacrifice regiment. **Habitat:** Night Vale. **Life and Habits:** The individual figures are humanoid in behavior, so the City Council presumably sleeps, eats, and drinks as a human would, even if its palate is more human flesh-centric than most. \page ### Crow-Hound This disturbing creature is called the Crow-Hound because, from a distance, it is difficult to tell whether it is a weird-looking dog or a very large crow. Its pitch-black fur makes it hard to determine if it has fur or feathers, and its sharp snout resembles a beak, albeit a beak with pointy teeth and a long, red tongue. While it has four legs, they are covered by its thick, barrel-shaped body when it rests, which drags across the ground as it moves. If it has the scent of its prey, however, it will unfold its wings and hover along the ground, letting it move faster. **Habitat:** King City. **Life and Habits:** It eats pretty much everything, including machinery, but it prefers the meat of creatures that it hunts. It uses its keen scent to track, and can also smell fear in those that flee from it. If its prey is immobilized or is otherwise motionless, the Crow-Hound will stand on one of its legs and stare with its beady black eyes until either the prey moves again, or the Crow-Hound grows bored. When it reaches its target, it tears open its flesh with its beak-like mouth and begins to eat it. **Special Powers:** Anyone that is licked by the Crow-Hound’s long, rope-like tongue has to succeed a CON roll or be paralyzed for 1d2 rounds. ### Librarian Every Night Vale citizen is taught to fear Librarians from an early age, and they are considered one of the most dangerous and terrifying beings imaginable. It is unknown if Librarians are humans that have been corrupted over time, or if they have simply always been, but regardless, they are ravenous killing machines that seek to destroy all tresspassers. A Librarian sounds like a figure gurgling, growling, crying and laughing angrily all at once. These sounds alert you that a librarian is in the vicinity; the stinging stench of burnt coffee means that it is close enough to grab you. Its victims will see the many spindly legs of this huge, bulbous figure before its rope-like tendrils hoist the prey up to its multiple jaws, which will be the last thing it sees. **Habitat:** The Night Vale Public Library. They seem to be mostly unable to leave the building, unless the entrance is left wide open. **Life and Habits:** It stalks the halls of the public library, searching for fresh, impressionable minds to devour. It will try to trick visitors with appealing displays of books, but most Night Vale citizens know the dangers of reading books. They are somewhat solitary creatures, claiming different sections of the library, but if its prey runs away from it, it will emit a loud screeching sound to call the other librarians. They are drawn to literature, especially fiction, and could be lured away with the right reading material. ___ **SPECIAL POWERS** ___ **Poison:** A Librarian can emit a lethal poison from its stinger, and a more diluted version from its tendrils when grabbing its prey. Can attack with up to three tendrils in one turn, but it tends to only use one per creature unless it feels threatened. Poison can be secreted through the tendrils after a grab as its only attack for the turn. **Bite:** Can make three separate attacks in one turn with its primary jaw, its secondary jaw, and its tertiary vestigial jaw. It is unlikely to combine bites with other forms of attacks in one turn. **Stinger:** Uses its stinger to deliver a more potent form of its poison. Probably its only attack for the turn. ### Specter of the Library Drifting within the walls of the library is a specter that is rumored to have been the first child killed by the Librarians. Shimmering variations of a human form, this specter looks like a little girl with wet skin and sandpaper eyes. Its arms stretch out like dripping oil, dissolving into black, viscous tentacles that grab unsuspecting library goers. Its physical properties are similar to a Ghost in that it has none (see the Traditional Horrors section in the 7th Ed. Rulebook on monsters), but its arms will gain physical form when it is about to attack. The arms can be damaged, but they grow back gradually. Only when one or both of its arms are cleanly blasted off will they be unable to grow back for a long period of time, forcing the specter to retreat. **Habitat:** The Night Vale Public Library. **Life and Habits:** It does not have a body, and so it does not need nourishment or sleep, eschewing all physical needs. While it has intelligence, it does not seem to have a personality or motives, staring blankly at anyone who looks unfamiliar. It doesn’t like being insulted or demeaned, however, and it will attack someone who shows disgust or panic towards it. The specter will appear when an investigator approaches a crack in the walls of the library, staring at them intently to see what they will do. **Special Powers:** For the specter’s attack, use an opposed POW roll. While its attack is technically physical, dodging its slow pace isn’t the difficult part; resisting its mentally captivating presence is. A character who fails the opposed POW roll loses 2d6 POW, but overcoming the attack deals 2d6 POW damage back to the specter. \page ### Used Car Salesman These creatures are more beast than man, but are not as inhuman as Librarians. They live for the thrill of seeing a new used car, which makes their hackles raise and their fur stand on end. They are fast, ravenous creatures that will attack trespassers if they don’t run away quickly after dropping off a car. **Habitat:** The used parking lot near Old Woman Josie’s house. **Life and Habits:** They enjoy leaping atop cars and howling to the wind during the day, and they are put away in cages during the night. It is unknown how people buy cars from their habitat, the only car lot in town; maybe all business transactions happen at night.
